One signature required to terminate Loran signal

After receiving approval from the Coast Guard Commandant, an order that would discontinue the Loran-C navigation system requires only the signature of Homeland Security Secretary Janet Napolitano to take effect. Critics say the measure would remove a valuable terrestrial backup to satellite-based GPS.
